Our Story
Why a city needs a story
For most of the last century, Cebu let others describe it. Guidebooks opened with a Spanish fleet. The country's own story was written from Manila. The older past, the sea people, the port that traded with China, the harbour where the halves of the world met, was known to scholars and to a few Cebuanos who kept asking.
There was one exception, and Commissioner Tetta Baad tells it as her own. In the 1980s, when the capital was in turmoil and foreign visitors were staying away from the Philippines, the tourism people of this city, she among them, marketed Cebu abroad as its own place: An Island in the Pacific. Charter flights came back to back. As she tells it, there were seasons when travellers in Tokyo, Singapore and Bangkok knew Cebu before they knew the country it belonged to. It worked, she says, because it was true. Cebu has always faced the Pacific.
Cebu to the World is the City's own campaign, and it takes one lesson from that one: say what this place actually is, and say it from here. And then it does something the earlier campaign did not. It asks. As the Commission put it when this campaign was planned: we are tired of us talking about ourselves; it is the world's turn to talk about us.

Manifesto
Manifesto
We are the sea people's city.
Before there were maps, our ancestors read the stars and crossed the widest ocean on earth in boats that bent with the waves. Before Europe knew we existed, ships from China and Siam were trading in our harbour. When the first fleet to sail around the world came looking for a port, the port was already here.
We are where east met west. We were conquered, and we were not erased. The faith came, and stayed. The language of the wider world came, and we made it ours. The old songs never left.
We are not the beginning of anyone else's story. We are the middle of our own, and it is long.
We greet the world the way a port always has: as a friend. Bai.
We build things that move. Boats. Chairs. Dances. Bridges. Companies. We would rather make it well than make it loud.
Cebu to the World.
Mission
Unerase the past and claim its glory, with the science on our side
The Cebu City Tourism Commission's mission, in the words used in the room where this brand was made, is to unerase the past and claim its glory, with the science on our side.
That means three things in practice.
Tell the whole story.Anything published under this brand opens before 1521 and treats the Spanish arrival as a meeting, not a beginning. We name a source for what we state as fact, and where we do not yet know, we say so in public rather than guess.
Make the city legible to the world.Cebu to the World is the Commission's mark and voice, offered to everyone who tells this city's story, so that a person in any country who meets Cebu meets the same Cebu.
Give it back to the Cebuanos. The brand belongs to the city, and its assets will be open to the city's creative community to use, so that the story is told by the people it is about.
The Crown Emblem
One mark, read part by part
Full colour on cream
Navy monochrome
Reversed on navy
Cebuanos usually know what the mark is before they can say why. What it belongs to is written nowhere on the mark, and it does not need to be. Cebuanos see it, and something answers.
01
The waves
Beneath the crown, the lines are waves. They are the sea, the highway of the sea people, the channel that every ship in this story crossed. Seen another way, the blue curve is the earth itself from space, with the line of the sea running around it like an equator: the line the first voyage around the world traced through this harbour.
02
The gold
The gold is the island. Cebu, as the first chroniclers saw it, gleaming; a place whose wealth was worn openly and traded freely. Gold on the mark is sparing and precise, the way gold was here: a gleam, not a wall.
03
The ship
Look again at the whole mark. Its points are sails and its base is a hull. It is also a ship, the tall ship of the age of the meeting, the vessel on which the world came through Cebu. A crown that is a boat that is a crown. That is the whole story in one shape.
04
The streak
The brand's signature line, a gleam of gold on a run of navy, is the device that carries the mark into everything else the brand makes.
The crown.
A statement of place
Cebu is the heart, the capital and the centre of the island. It is a statement of place, not a rank over anyone.
The words we use
Few words, held to
The tagline is a theme the brand keeps to itself; what it says out loud is short.
Slogan
Cebu to the World.
From the harbour where the sea roads of Asia and the ships of Europe first met. Read one way it is an offering, from Cebu to the world. Read the other way it is a question the world answers.
Positioning
The business hub in the Pacific.
Not the biggest; the one that has been in the trade the longest.
The greeting
Bai.
Friend. Spelled the way this city chose to spell it.
The three chapters
Kagahapon · Karon · Kaugmaon
Yesterday, today, tomorrow. Everything the brand publishes knows which chapter it is in.
How we speak
Direct.
Proud. Grounded. Specific, not general. Confident, not loud. Warm, not performed. Continuous, not nostalgic: the story is not over, and the past on these pages is not a place we visit. It is where we are standing.
Cebu to the World is published by the Cebu City Tourism Commission, the body the City created to steer its tourism, chaired by Hon. Nyza C. Archival. The Cebu City Tourism Office works under the Mayor. The Office endorses the city's tourism establishments, and the City is establishing tour-guide licensing; it never accredits, which is the national Department's word and act. Everything on this site is the Commission's to approve, and every fact on it names its source or says it is still to confirm.

What the Commission does
The Commission is the City's deliberative body for tourism. It prepares the Tourism Development Plan, keeps the citywide events calendar, holds the City's tourism brand, and recommends the standards the City asks of tourism establishments; its decisions take effect through the Chair and the Mayor. The City Tourism Office, under the Mayor, does the day-to-day work.
The Commission was created in 1980 by City Ordinance No. 1068, under the Office of the City Mayor, and its membership, terms and quorum were last rewritten by Ordinance No. 1923 in 2001, the latest amendment on the public record. A chair and ten members are appointed by the Mayor, and their terms end with the appointing Mayor's. The City's tourism mandate sits under the Tourism Act of 2009, Republic Act No. 9593, and the Local Government Code.
The Tourism Development Plan, 2026 to 2030
The Plan came out of the Commission's strategic planning workshop of 5 and 6 February 2026 and sets the City's tourism direction to 2030. Its seven goals are written to cascade from the National Tourism Development Plan, in the Plan's own draft wording:
Improvement of tourism infrastructure and accessibility.
Cohesive and comprehensive digitalization and connectivity.
Enhancement of the overall tourist experience.
Equalization of tourism development across the city's communities.
Diversification of the tourism portfolio through six experience-based clusters.
Maximization of domestic and international tourism.
Strengthening tourism governance through close collaboration with national and local stakeholders in the public and private sector.
The Plan works the city as three circuits: the heritage circuit of the downtown core, the highland circuit through the upland barangays, and the coastal circuit along the South Road Properties.
Six experience-based clusters
The Plan organises the city's tourism into six clusters, each with champions accountable to the Commission:
MICE, Retail and Gastronomy: meetings, incentives, conventions and exhibitions; retail; and the city's food, including the food trail.
Creatives: architecture, furniture, crafts and fashion; the performing and visual arts; photography, film, music, media, gaming and museums.
Culture and Heritage: the heritage sites and the heritage walks; museums, plazas and public spaces.
Nature and Adventure: the highlands, waterfalls, caves and trails; farm tourism; and the coast along the South Road Properties.
Health, Wellness and Medical Tourism: spas, wellness services and medical tourism.
Sports and Education Tourism: road races, water sports and traditional games; schools, English-language and training institutions.
Licensing and endorsements
The City licenses. The Department of Tourism accredits. The two are different, and neither replaces the other. Tourism-related events in Cebu City are routed through the City Tourism Office, working with the Business Permits and Licensing Office. Accreditation of hotels, tour operators and transport is national, and the Department publishes its own list. The Commission is developing a City seal of quality for tourism establishments with the Department of Tourism, to raise how many Cebu City businesses reach accreditation, not to replace it.
Public documents
The Commission's governing documents are published here as they are approved, and are available on request from the City Tourism Office meanwhile: the Tourism Development Plan 2026–2030, the creating ordinance and its amendment, and the Commission's resolutions. If a document is public and you cannot find it, ask the Office.
We are not the beginning of anyone else’s story. We are the middle of our own, and it is long.
